Generally speaking,
ReDJ should be the first one so it can do redirects BEFORE any other thing happens. And Tag Meta should be the last one so it can do changes to meta info AFTER any other thing happens.

There could be specific exceptions. As example, if you have JoomFish installed on J1.5, then the JoomFish database plugin must be the first one, and ReDJ just after.

For Tag Meta I don't know exception until now, but I cannot exclude them. I don't know JCH optimize, but try to put this as last one, and Tag Meta just before.
