Hi,
if you need a 301 redirect you don't need to buy an Enterprise subscription,the Community version is enough. The rule, for both is:
From URL: ^/obama$
To URL: http://{siteurl}/index.php/component/xpleo/?view=topic&id=10340
Request only: true
If you need an alias (aninternal redirect, then you need the Enterprise version (same rule). You can start to install and test the Community.
