Social networks typically add url parameters to a URL being redirected e.g:

example.com/alpha?fbclid=IwAR08KLiDxaYicHVcZxUWfHRmoVcVpPHSGsMxi-3Mv7P8Iv-dTTeeeisiJ8k

*Using this redirect rule seems to work -
^/alpha/?$

Is this the optimal way of permitting these parameters to be passed through without causing a 404?

Your rule means "match any URL that starts with /alpha with an optional / (the? is not escaped) and then ends". To match the URLs like the one in your example this is better:
^/alpha\?fbclid=
