Yes, with custom headers.

Create a rule as follow:
URL: . (just a dot, matches any page)
Custom headers: <meta name="viewport">
Last rule: false
Ordering: first

In this way it will match any page and will be always applied (is the first rule, in ordering). Also is not the last rule so any other matching rule will be applied too.
